Rick Oliva Franklin Police Chief Obituary – Death: Rick Oliva, who served as Franklin’s police chief for nearly 18 and a half years before retiring in January 2024, has died, prompting tributes from city officials, colleagues, and members of the law enforcement community.
Franklin Police Chief Craig Liermann confirmed Oliva’s death in an email sent to City of Franklin staff on April 15, describing him as a respected leader known for his commitment to public safety and dedication to supporting those within the department. Liermann said Oliva served with “honor, integrity, and unwavering dedication,” adding that his contributions to the profession and community will have a lasting impact.
Before leading the Franklin Police Department, Oliva spent 27 years with the Milwaukee Police Department, where he rose to the rank of captain. His career in law enforcement began in July 1978 as a patrol officer, and over the years he served in multiple specialized units including SWAT, gang enforcement, K-9, dive team, and accident reconstruction.
In 2005, Oliva was appointed Franklin’s police chief, a role in which he became widely recognized for modernizing the department and strengthening community relations. He helped establish programs such as a Citizens Academy designed to educate residents about police operations and build trust between law enforcement and the public.
City leaders and former colleagues remembered Oliva as both a strong administrator and a compassionate leader. Franklin Mayor John Nelson called the news “extremely sad and tragic,” while former mayor Steve Olson described him as “a great leader and good friend,” noting his professionalism, humor, and deep devotion to his family.
Oliva had recently been appointed to Franklin’s Police and Fire Commission on April 8, just days before his death. He was pronounced dead at his home on April 14, according to the Milwaukee County Medical Examiner.
Those who worked with him also highlighted his direct communication style, transparency, and commitment to accountability in public service. Colleagues emphasized his belief in community engagement and officer training as key parts of effective policing.
Oliva is survived by his wife Jackie and daughter Hannah. He was also predeceased by his son Joseph, who died in 2025.
